Eligibility:
If you are receiving cash aid and participating in a Welfare to Work activity with the Department of Human Assistance (DHA), ask your worker to send a referral for child care to the Child Care Processing Unit. You will be enrolled on DHA’s Stage 1 program.
How do I get approved?
Step 1: request child care services from your CalWORKs worker
Step 2: your worker will send a child care referral to the Department of Human Assistance Child Care Processing Unit
Step 3: You will be sent a Stage 1 child care packet to fill out – it must be returned within 15 days
Step 4: You will be called for a 30-45 minutes phone interview
If you were on cash aid within the last 24 months and are no longer aided, you could be eligible for Child Action’s Stage 2 program. If you think you are eligible, please call (916-361-0511) to apply.
If you have never been on cash aid or it’s been longer than 24 months, you can call the
CEL (916-369-0191) or go online at Child Action, Inc. to apply for services.

- Licensed center or family child care home: If you need help finding a licensed center or family child care home, call Resource and Referral: 916-369-0191
- Eligible licensed-exempt provider may or may not be a relative. They must have:
- A valid CA ID; be a legal US resident and complete a TB test
- If listed as a relative – must provide legal proof of the relationship at time of enrollment
What is TrustLine? www.trustline.org or 800-822-8490:
TrustLine is a mandatory background check on all child care providers who are not licensed and are not related to the child. It is managed by the State and the CA Child Care Resource and Referral Network
